Yes, the recent rains have washed down enough debris to partially clog the culvert, forming a small pond on the west side of Southall, while the creek is still within its banks to the east.
Report this situation to NC DOT at www.ncdot.gov/doh/divisions/?id=5. The more people who complain, the more likely it is that it won't take 18 months to fix, this time.
The City of Raleigh has no responsibility for this problem, as they've repeatedly told us.

Here's what I just reported to DOT; don't copy & paste it (that might actually work against their taking this seriously), but do communicate the same issue when you go to their site (use the "send and email" button).
"The recent rains have washed down enough debris to partially clog the culvert that allows Rocky Brook to pass under Southall road in NE Raleigh (about 1/8 mile north of Skycrest Drive), forming a small pond on the west side of Southall, while the creek is still well within its banks to the east (demonstrating the restricted flow through the culvert).
"The water on the west side is within about 6" of overflowing the road. The debris from this storm will almost certainly further clog the culvert, predictively causing overflows during the heavy January and February storms that have been predicted for our area (if not sooner).
"Please don't let it take 18 months to fix the problem this time like it did the last time this happened. We've only been able to enjoy good drainage through this culvert for about 5 months, and would hate to return to the old problem."
