The vehicle has every right to be where it is. If you don't like the fact that it is cluttered, too bad.
Notify the Fire Marshals Office and they will look into the living situation there.
You have no right to qualify anything as "not safe".

Contact new haven's Livable City Initiative (LCI). Although the hoarding may not violate any crimes or fire codes, LCI works with that kind of thing.

And what is a "blight?"

Every single time someone besides a "face" suggests speaking to the "offender", it is communally disavowed.
Why now, that the "champ" suggests it, is it left as a consideration ?

If there was a fire or other type of emergency at this address, it presents an even more dangerous situation for EMS personnel. I have worked in the neighborhood for over fifteen years and have seen the condition worsen over the years. I worry about the people who live there and have seen them drive a car that is equally as clutter-filled. Everyone has a right to keep their house a certain way, but this address is screaming for help. If you think about being the neighbors on either side of this house, you would be very scared that if a fire was to ever break out, the amount of combustibles inside would increase the fire's potential to spread.

Very true about the combustibles- What's even more terrifying is that I saw a woman sitting in the outer wooden deck-stairway between houses smoking with OXYGEN tank next to her. I know for a fact that its O2 because I see the O2 truck come and refill it every now and then. Their plastic bags and trash (everywhere) flies all over the street. I've talked to the older gentleman and they are non-cooperative about this. Similar story with a house next to my sisters that caught on fire- due to a smoking O2 user, and my sister's house melted on that side due to the extreme heat!!!

we talked to the owner of this property and hope that we can work with them to resolve some of the issues.
