And ongoing issue on Clark Street is the abuse of residential visitor parking permits by one of the owners and many employees of Christopher Martins restaurant. From the morning hours until the closing of the bar (every single day of the week) the employees park in Zone 3 parking using residential parking permits, specifically Clark Street. Through talking to some of the employees I know they do not live in the Zone 3 area. They are not visiting, they are working. And the are using the permits to park on Clark Street more than the 10 days in a row that the city allows for use of it's visitor parking permits. After running into one of the owner's this afternoon as he parked in a spot I could have taken, I approached him and asked why he's abusing the visitor permits and making life difficult for the restaurants neighbors. To which he replied, "I'm visiting friends". I took a picture of his car. Maybe a traffic officer will check and make sure he's not visiting for more than 10 days straight? Does the city check the validity of the visitor passes it's issuing? Do they care enough about the residents who pay taxes to at least look into it?

We have the same problem on Mansfield, Compton, Woodland Streets of people who are not residents (usually Yale employees or people outside the residential area) getting hold of permits. There are a number of cars that use the visitor tags for a full year. It is very difficult to get the city to deal with it, since the permits themselves are valid, just not how they are being used.
We also see people who use stickers that they don't actually attach it to the rear window, which suggests they are using them in more than one car, or lending them out. Like this car in front of 45 Woodland, which has an unpeeled sticker just lying on the dashboard.
It is VERY hard to get the city government to deal with quality-of-life issues, one of my great disappointments with a city that has a lot of positive points.

The city's guidelines clearly state that "the selling, offering for sale, giving, trading, or otherwise transferring of permits is prohibited", and that "permits are valid only while visiting your household".
I am sure it would help if you photographed the permit, and then try to get the city to check whom it was issued to. We have the same problem on Mansfield, Compton, and Woodland Street, of cars that use the visitor tag for an entire year (to avoid paying taxes???), but it is almost impossible to get the city to enforce the rules. You have to actually call, wait until you see the city employee, and personally ask them to call and check on the tag, and then they will probably tell you that the visitor tag is valid, but that they can't keep track of how long a car has been using it.
We also have people who are probably using the stickers on different cars, because they never actually attach them to the rear window. Today, for example, there is a car in front of 45 Woodland that with an unpeeled sticker visible on the dash.
It is really hard to get the city to enforce these quality-of-life problems. There is a lack of appreciation of how much these little things could make daily life easier for us.
