This mistimed signal is a danger to pedestrians and an annoyance to drivers.
The "Walk" signal on the south side of Pennsylvania Avenue to 26th Street turns to "Don't Walk" ten seconds too soon. This lures jaywalkers into the intersection just before the traffic signal for northbound cars turns green.

I use this crossing all the time. The timing is fine: the 'walk' signal goes on when the Penn Ave light goes red.
Drivers turning onto Penn from 26th don't have a protected 'green arrow' turn, so they are obligated to yield to pedestrians. Delaying the 'walk' signal is inappropriate, and would shorten the amount of time alloted to cross the city's widest street.

Jake,
I think you are on the north side of Pennsylvania, near the Westbridge.
The problem is for people crossing 26th Street on the sound side of Pennsylvania near La Perla and the Egyptian Defense Office. The signal for northbound traffic turns green a full ten seconds after the walk signal turns red.
