The lot, in addition to not being maintained, having trash, no landscaping, etc., now has a dumpster being stored on site.
City Ordinances specific to Northgate state:

10. Dumpster and Mechanical Equipment Standards.
The following standards are in addition to the requirements of the Solid Waste section of the General Development Standards article of this UDO.
a. Any dumpster and other waste storage area or container other than streetscape trash receptacles shall be located to the rear of the building served by the dumpster, area, and/or container.
There is no building/active work on this site the dumpster could be related to. This specific lot is becoming an eyesore for the West side of Northgate.

Please provide the route the city was able to take to work around the ordinance and place a random dumpster into a vacant Northgate lot. The ordinance states "The Administrator may adjust this standard where a required entrance façade is located at the rear of the building or when parking is provided on the side of a building."
At a minimum, the dumpster should be screened off and the lot cleaned of trash and debris...
Article 5. | Sec. 5.8. | B | 10 | c. Solid waste storage areas, mechanical equipment, air conditioning, electrical meter and service components, and similar utility devices, whether ground level, wall mounted, or roof mounted, shall be screened from view from rights-of-way.
The only exception for not screening: "Screening may be omitted or modified upon approval of the Administrator for the purpose of complying with safe working clearances around electrical meters, electrical panels, transformers, and related electrical service equipment.", which is not an issue on this lot.

As the owner of the property gave permission for the contractor to place the dumpster there during a construction project in Northgate, this is allowable. If you have questions, please contact the Building Official at 979-764-3570.
