There is substantial amount of come and go activity which suggests to me that these are the same type of service resistant criminal transients that occupies 14th/Montgomery.

Some bums get truly malevolent on the Springwater Trail, huddling and blocking the path, acting like they own rights to let cyclists & walkers pass. One of them strung twine across a trail crossing which could have killed someone at night. Summer of 2016 was a big eye-opener.
They're not just ex-cons. Many fugitives from other states with active warrants. The 25 year old male transient that attacked a pedestrian recently has a warrant from California and he's been using Portland as a safe harbor.
I missed the news at the time but a male transient threw a brick at someone's car three weeks ago at SW Montgomery and 14th. One of the neighbors by the area testified at the city council. See

Brings to mind an incident a few years ago when a Morlock was walking down SW Park Pl near Ardmore, angrily throwing pebbles at dozens of cars. It never ends.

What long term impact did the city's Homelessness and Urban Camping Impact Reduction Program (HUCIRP) make? They've been nothing but a costly version of janitorial service. I certainly support keeping the area clean, but the city has been inept in keeping the spot clear. When the spot is cleared, vagrant tent camps and their associated crime moves over a block or two, and after some time, they come back to the exact same spot.
Here it is with vagrant tent camps a year later in precisely the same spot.
Long term progress report on the effectiveness of the City of Potland's HUCIRP program. Same EXACT spot is plagued with vagrancy relapse. The coronavirus pandemic and still rainy weather would be the likely cause why it's not as bad as last June.
a year and half later, this entire sidewalk is still vagrant infested. It just says how much of an utter failure the city's pet project OMF HUCIRP really is.
This was swept. I'm leaving the issue "open" because I am sure it was just house keeping. OMF HUCIRP do not follow good integrated pest management practices and re-infestation is almost a guarantee in same exact spots. This spot gets cleaned every several months and become re-infested usually within a month.

I notice at least 2 hatchet attacks since late 2018. All but the most immobile bums should be viewed as pit bull material.
