It's true... These are bumper barriers for the back side of 10th St. Park that are a necessity to protect the park fence from getting hit by trash trucks. Unfortunately... with all the recent hotel construction, the tops of them have been torn off, and people try to stuff trash into them - when they are NOT trash cans. These need to be either permanently capped-off, or completely replaced. Thank you.

PS: These are not found on L St... but are in fact are technically located in the alley between L St and M St NW, which is sometimes known as Shepherd Court. They are most easily located if you go to the address of my condo building - 910 M St NW, and follow the alley south as if heading towards L St. You will then see them on the right side, next to the fencing of the 10th St. Community Park.
