I was told recently at a block captains meeting that any house in this condition (with broken glass windows, mail and trash scattered and grass and weeds growing high) that is less than 3 blocks from a school should be immediately cleaned and sealed by L&I. This block is less than one half a block away from the Avery D. Harrington School, so seeing that the comments below, both from 3-1-1 were posted 'almost two years ago' i'm wondering what the delay is.
