Why would you close something without fixing it, or at least explain why it's not fixed?

I would welcome a meeting at the location with the Engineering Department. I cross that intersection many time a week, at different times of day and night, and have never seen an exclusive "ped phase". You get one "walk" to get to the very narrow median, and then you stand there just feet (it feels like inches) from cars whizzing by while waiting for the second "walk" light to complete your journey across the street. Perhaps there is confusion as to the intersection? I see now that I can add video to this post, perhaps will take some tonight.
