You're right, it does seem unfair, doesn't it? For whatever reason, our city's urban forester neglected to tell you why oak trees can only be trimmed from November to April, so I'll tell you.
Oaks are susceptible to a devastating fungal disease called oak wilt, spread by beetles that are attracted to fresh wounds in the wood. Beetles are not prevalent from November to April.
If you'd like action to be taken, here's some advice. First, follow Rebeca's advice and ask your insurance agent to call her at 203-946-7903. Then, if no action is taken, contact your alderperson, Sarah Miller. Here's her contact information:

If Tyisha can't help you, then contact Mayor Elicker. Contacting the mayor should always be the last resort. Never preemptively contact the mayor without first trying other resources.
Just a heads up, the decision to trim the oak tree might depend on the answer to the following question: What's more important, your ability to get insurance coverage or the life of that tree?
