No the issue hasn't been fixed. It requires Metro and the City of Belle Meade to deal with the storm water. There is an engineer's report that does not address the real issues and contains inaccuracies. I will try to take the other measures you mentioned.

it has not been fixed. metro signed off because the water is coming from Belle Meade. Belle Meade says it is the fault of my fence. the fault is the storm water - the fence has been in place for a long time; the problem began because Belle Meade increased the storm water and changed the elevation of the land so it all is channeled onto my property and that of my neighbors.

No, the city of Belle Meade is indifferent to the problem of their storm water harming people in Metro. They suggested I remove part of a fence which I have done. This didn't help because the problem is the water from their storm drains flowing onto our properties; it needs to be directed to a drainage area emptying into the creek here at Sugartree. I have no idea what to do. The other 2 houses most affected are inhabited by people in their eighties and I am in my 70's. We need an advocate who understands how to to tackle this problem and I don't know who that might be.

no, there is now a water fall from my neighbors property to mine - it's from Lynwood Blvd through his yard and the one above it. I'm planting bald Cypress trees which I hear soak up water but it's a big job for 2 trees. Moss is growing here too.

no, nothing has been done- at the last termite inspection the technician remarked that the moisture in the soil around the houses receiving all the run off is beginning to be absorbed into the wood supports and beams of these properties.

Its not fixed. The City of Belle Meade doesn't accept responsibility easily, even for their own residents - I have done what they recommended (take down part of the fence) but that didn't in any way stop the flow of water. The marker on your map should be on Valley Forge in the center of the circle. This is where Walnut Drive would intersect with Valley Forge if it continued past the circle. The large house on the east side of this area on Walnut was virtually a "tear down" and when it was built the level of the land was raised to be almost level with the road whereas before it was a lot that slopped sharply down. This original angle enabled water to flow into the drainage system beside and behind their house. When it was discovered that there was moisture flowing into their yard a large new drainage pipe was added which aims directly into my yard. This can be observed if one removes the cover of the drainage system on the road in front of this house. Also the circle at the end of Walnut was made smaller, so more paving and less area for absorbing water.
When we had the flood, there were 2 very wide rivers on either side of my small plot of land. If I had walked into one I would have been knocked down and swept away!

It is not fixed I have given up and have someone trying to direct the water off my property.
