Constituent called and stated that the neighbors on the first floor has approximately 13 to15 dogs.?????????????????????? He says that he thinks the dogs are for sale along with them being mistreated. He says the smell is becoming really bad and bringing mice and roaches. Please Respond.

These groundhogs are driving me and my neighbors crazy. They’re all over the place. They’re tearing up my property and eating my plants. I spent a small fortune having concrete poured into their holes and had the lower part of my back porch repaired, they just created other holes and tore another hole into my back porch. They are very strong and very smart. As a community we must do something about this. All of my neighbors are having the same problem.
